is it common and actually legal for a UK merchant to charge a 3 % processing fee for credit card payment?

Hi!

I am a French national and I intend to pass the TOEIC exam in London next month.

A school of english requires the payment of the fee in advance by international debit or credit card.
The thing is that the school wants to charge me a 3% processing fee for credit card payments.

Is that normal and common for merchants to do so in the UK? Is it actually legal to charge processing fees to the customers?

Yes, it is common for travel costs and for other organisations to charge 2 -3% if you pay by credit card and it’s legal (if immoral). IAsk them if the charge applies to payment by debit card (as there should be no additional fee because the money comes straight out of your bank account and goes into their account).
